The Governor of Lagos State, Babajide Sanwo-Olu, has called for disciplined and structured property investment as a catalyst for sustainable urban growth and long-term economic resilience.

The Governor, represented by the Commissioner for Housing, Moruf Akinderu-Fatai, made the call at the 2026 BusinessDay Property and Smart Cities Conference organised by BusinessDay Media Limited and held at Four Points by Sheraton.

Speaking on the theme, “Property Investment in the Era of Capital Discipline,” Sanwo-Olu noted that rising financial costs and cautious capital flows have reshaped investor expectations, with greater emphasis now placed on transparency, predictability and sustainable returns.

He explained that capital discipline goes beyond limiting expenditure, stressing that investments must generate economic value, promote social inclusion and enhance environmental sustainability.

The Governor disclosed that the state government is strengthening planning systems, digitising land administration processes and improving approval transparency to reduce uncertainty and transaction costs. He added that infrastructure development is being strategically aligned with growth corridors to support residential and commercial expansion.

On housing delivery, Sanwo-Olu said the administration is leveraging public-private partnerships and innovative financing models to drive mixed-income and affordable housing projects that are socially responsive and commercially viable.

He also reaffirmed the state’s commitment to climate resilience through flood mitigation, coastal protection and green infrastructure initiatives, assuring investors that Lagos remains one of Africa’s most attractive property investment destinations.

In his keynote address, the Commissioner for Physical Planning and Urban Development, Olumide Abiodun Oluyinka, spoke on “Building Investable Cities Through Planning Certainty and Institutional Trust.”

Oluyinka highlighted the role of structured Master Plans, Model City Plans and sectoral frameworks in reducing uncertainty, guiding development and strengthening investor confidence through transparent regulatory processes and institutional stability.
